It's also been suggested that my 1986-vintage EGR may well still be functional, but not working as well as it should. Would like to be sure of that before I start throwing money at it in the form of a $45+ replacement valve.

Trying to make out the letters on the end cover, the three on the top appear to be either OHV or AHO, but I can't tell which way they should be oriented. Can't make out the rest of the letters. Looks like two words with a dot or dash in the middle.

As best I can tell, yes. The valve is physically operable and the vacuum lines have been replaced with aluminum tubing, so there shouldn't be a vacuum leak. Idle is right where it should be.
