Am I allowed to use a bullhorn in public??? Where can I find out?

Call your city Police Department, they will know. But you will probably need to talk to 20 people before you find a straight answer. You'd be better off finding an Officer and asking him/her, they know the ordinances/laws better than the call-takers.

You are right about the second part. From what I can tell about Diggity, it isn't going to be for coaching little league. So I'd ask permission.
