Problem with high rpms

The car is an 88 4 cly 5 speed. What would cause this. If you are driving and let take it out of gear into nuetral it will die. If I am parked and rev the engine it will rev up, come down, sputter somtimes, and die. I have to downshift to come to stops. If I let the engine RPMs slow down by downshifting it wont stall.

Clean the throttle body.

Minimum bypass air isn't being met

IS the IAC new too? Could be sticky and or slow. EGR stuck open? I had that prob with my 86 when it had the duke in it. The thing would stick wide open if you rev it up, and it would sputter and shake, and die if you didnt keep it reving, and if you reved it up to like 4000RPM a few times it got unstuck and ran fine, untill you reved it again.
