I've had heat and extended exposure to penetrating oil be effective.
One thing I've tried is to heat the area up and then melt paraffin on the bolt. Because the metal is hot, it wicks the wax into the threads where it can separate and lubricate the two pieces of metal. I guess the heat might thin out penetrating oil and help it get into the threads as well...
