I don't see how it could have seized from sitting unless it had water in a cylinder, or took on water because the throttle was removed from the manifold or some similar silliness.

A tablespoon of ATF into each cylinder is a good start to resurrect an engine that's been sitting for a while.
Check/change the oil and turn the engine over by hand (unless is actually is seized...) several revolutions to move the oil around the bores and into the rings. Since it's an upright inline engine, you could also let it sit overnight with the oil in the bores before you try to turn it.

If you have trouble turning it, take the accessory belt(s) off, as it may have a seized waterpump or alternator that makes it hard to turn.

If it's run E10 gas before it was put away, you will probably have to have the injectors professionally cleaned, maybe even replaced.

[Moving to maintenance]

Cut the belts and spin the crank. If it doesn't spin, return the fuel pump and save your monies.

The fuel pump is still necessary, I may even throw another duke in it to get it on the road.
I pulled the 2008 battery and threw it on the charger. Probably won't be any good but I don't have money to throw at it until payday.

The duke fuel pump is different than the V6 IIRC, its lower volume I think. So if you put anything but a duke in it, the pump is probably no good to you.

All the non running dukes I've run across had stripped timing gears, irrespective of mileage.

But as all others have suggested, turn it over with no belts with some oil in the cylinders. Do a compression test, if you've got compression then start throwing money at the fuel system. The two dukes I've ever worked on came out of multi-year slumbers and both had stuck injectors.

If its truly seized or make no compression then get a free duke and then start working with the problems on that.

Don't waste your money on parts you "think" you'll need if you haven't done any diagnosis.

Yes the duke pump is about 15 psi. I'm not sure if you guys are Fiero owners, you seem to not realize fuel pumps don't last and don't like to sit. The pump I bought was a cheap one just to get it going and I know better than to expect it to last long, it's a $15 China special.

Nothing wrong with a duke, until you start thinking you can somehow upgrade it with a magic s10 or mercruiser crank then boost it to 400hp.

The fiber timing gear is the issue on the duke, that and it being horribly inefficient, but that's a different discussion.

Not yet, it's cold! It's outside, my garage is heated but needs to be cleaned. On top of that, stupid me dropped it off the trailer far away from the garage with dragging brakes, it's barely pushable.

All lame excuses I know.
